Unless they have GIA or EGL USA certificates, i would recommend not to deal with em.

Do yourself a favor and buy a Canadian Diamond.

There are diamond mines in Russia indeed, and the quality of the stones is like Canadian, Angolese, South Africans, just alike. You will have a hard time finding one because you do not know which mining company sold your diamond to the cutting factory that supplied your jeweller. The Russian diamonds are sold through Alrosa, the national monopoly in Russia. They supply all over the world just like De Beers.
They come with a certificate when they are rough, but you do not have access to that, what certificate the cutters require depends on them alone and that has nothing to do with the source of the diamonds.
It is close to impossible to determine the source of a colorless diamond after cutting.
